I never really get around to finishing this assignment what is his deal?? He rubs me the wrong way so to speak.
It's just a reoccurring bit. He's an obsessed fan of Shepard's, and he's an idiot. It's implied that his wife doesn't like him due to her overwhelming support of him not staying home, which I believe he said was on Earth. He does stupid things in ME2, at least whenever I've played, but I've always completed his quest. I think there's a mention of him in ME3, but I don't really remember much. Check his wiki article for more concrete info!
He is wierd fan and actually resembles the RPG player, as he blindly does this and that for the greater good as he thinks, but is always used by criminals because he trusts too easily and has no insight on what's really going on. Talking to him is really funny, especially in ME2 and 3.
He is part of the sabotaged Medigel Assignment after the Citadel Coup, if he survived until then and you talked to hom prior of course.
The way he sees thingscand he talks to you is the way a player talks to a dev on a con.
I have finally to make him appear in ME3 once. I have too much fun hearing Conrad falling from the cab over Illium. :P

Keep him around. He has his uses eventually, assuming you've been completed the side quests (not about him) in ME1 and stayed in touch with him when he appears in ME2 and ME3. He's got a good heart. He's just weird.
Just remember - you MUST resolve his ME1 'assignment' with either Paragon or Renegade choices*. If you pick standard -'right side'- replies (even once) he will NOT appear in ME2.
* - There is a bug in ME2 because no matter what path (in ME1) you used to finish 'The Fan', Conrad will always talk about you as Renegade. So you may just as well put pistol in his face from the start. LOL
He's got a cool arc, ending with Mass Effect 3 (if he doesn't die or you kill him in earlier games). Totally comes out of left-field, and really subsidizes the war effort, while also managing to make me grin like a schmuck every time..
I love Conrad. Shoving the gun in his face and his shrine to Shep is hilarious IMO
