Yes, but the characters left the milky way sometime between ME 1 and ME 2. Liara did not go with them.
Yeah, Marolf has pointed out the the Andromeda Initiative launches in late 2185, and ME3 occurs in 2186, so, without some time shenanigans that BioWare will likely steer clear from, no one in Shepard's krannt will be joining us in Andromeda.
If Bioware would bring Liara into Andromeda, they would be forced to tell what happened back home and to present the canon ME3 ending, as Liara was on the Normandy before Harbinger shot you.
And this is something BW will not do. Probably never ever I am afraid.
See if she is there from the Start of Andromeda, it means she traveled faster than we and comes from our future.... or we won and she arrives afterwards but alone, then it is still in the Milky Ways future and they can travel even faster.
All in all Liaras presence would render the AI redundant, as the Citadel Species now know a much faster way to travel between the galaxies.
