I never bought into that rhetoric. I think it was used effectively to hold the Krogans back. My Shep kept Wrex around and even though he and Eve have their hands full, I see the Krogans as wanting and deserving their inclusion in the galaxy. Both Wrex and Grunt have shown leadership on galactic scale. That alone smashes the vicious stereotype that they are not ready to advance and take their rightful place among the stars. That doesn't even take into account the huge changes female Krogan will bring to their governance. It's a new day.
If not talking about post-ME3, then I guess I would probably give the seat to the Volus, just to be fair to them and to finally get Din Korlack to shut up about human privilege, lol.
Post-Reaper War, in my head-Canon every race that is left alive gets a seat on the newly reformed Council, as I like to think that the old Council, regardless of if they survived ME1 will finally meet their end when Cerberus and the Reapers take over the Citadel near the end of the game.
I agree that the Krogan could be a candidate for the council, or just let every race have a councilor. I do disagree with Rovky though about the council being 100% guilty and racist. The Krogan slaughtered their way across the galaxy committing genocide and killing whoever they pleased. Its not talked about a lot, but the krogan threw moons and asteroids at planets which presumably led to extinction level events. No one side can hold the entirety of the blame for the krogan rebellions, but the krogan are an intelligent species. They consciously knew what they were doing, both sides committed atrocities. Was the genophage cruel? Yes, but ultimately we have a more stable galaxy that is not run by krogan warlords. But then again the council didnt need to impose the genophage on the krogan for one and half millennia. Thats just my thoughts though, the councils decisions and reactions to solving the krogan rebellions are empathetic but immoral.

I should think that every species who significantly contributed to the war effort against the Reapers might have earned a place on the Council. The volus may not field troops or vast fleets, but their financial expertise is vital in maintaining anything resembling a galactic economy. The krogan, united under Wrex and Eve, have demonstrated growth into a species willing to cooperate with others. Not sure about the strengths of the hanar, but the drell may prefer co-representation alongside them or through them. I don't recruit the rachni so I could not say how they could contribute or even be represented - asari proxy perhaps.
As most others, I think too, that every contributing species should have a seat. If I really have to pick one I would think of the krogan or the quarians, but as a synthesis player, the geth always survive in my playthrough, and they are one of my favourite species, so it would be really hard for me to ignore them... really, I don't know.
I think the Quarian still need to gain more trust after the Geth, and the Krogan just need to prove they'll change after ME3, so I'd go with the Volus(low-key)
