There is no Council consisting out of humans alone.
Why would the Asari, Turian or Salarian governments an alien race to decide/speak for them? Do you sleep in a Cerberus pyjama?
The closest you get in ME2 is the human controlled / lead council by choosing to let the og council die by Geth bombardment and instituting Udina as Council Leader.

Unfortunately we never see if the Council was all human for the time period between the Attack on the Citadel in 2183 and Shepard's return to the Citadel in 2185 in ME2, as by then the council does consist of members of several races again, although it is human lead (which will be completely worthless in ME3 for...reasons I guess).
In short: If you choose the neutral option, the Council dies and is replaced by other members of the prime races.
If you pick the renegade option and purposly kill them, they are supposedly replaced by an all human council.
But beyond the ME2 intro text, there is no visual proof of this happening as the Story in ME2 simply jumps 2 years into the future.
So for the sake of your playthrough, it seems legit to assume it happened.
I guess they would have to change it for three because Kai Leng has to kill or attempt to kill the salarian councillor
