In the Mass Effect world, who would be more technology advanced? The initiative group who spent 600 years in cryo but has access to rem tec, Angara tec, and kett tec. Or the group in the Milky Way who had 600 years to continue to grow.

I ask this with a lack of understanding of the lore, so correct me if I miss understood something.
