While this might be just simple Mass Effect Bias lets also be honest what backstory is there for Preston. Say what you will about Jacob at least he has a backstory

Oh, Fall Out 4. I almost lost it and thought this was Captain Anderson. I was about to lose it, as he is literally one of my favorite characters in this series. He was an amazing father figure.

And to be fair yeah, while Jacob was a bit boring I couldn't help but like him. No he wasn't five stars but sometimes you need someone like that. If someone had to die it'd be him over Mordin, Tali, Jack, Garrus, Joker, Legion, and Grunt. He is a step behind Kaidan imo who is just so nice (I know both are nice). But I think he's on the same level as Liara. I put Miranda a bit over him but I'm not sure why.
