All of the armor and weapons in the game are tiered, meaning you find higher level variants of the same sets at random as you progress. Armor tiers are from mk 1 to mk 10 and scale as you level up. You could probably find a higher level version of the starting armor, but it'll still be inferior compared to other armor sets of the same level. Just use whatever you have to work with, you can't afford to be picky about it. You won't even be able to acquire the very best armors and weapons in the game until you're level 60 anyway, and that will take several playthroughs to achieve.

You know, German pilots didn't wear flight suits during world war war 2 because they preferred to look good while they were passing out and crashing from oxygen deprivation. That's a lesson in style over substance for you. Use the better armors.

If you play as soldier you must invest heavily in combat armor talent then however even then it would be only viable up to Virmire. C-Sec Requisitions Officer is where you can get that Armor with better stats.
