This is the first I've heard of this bug. What game version and platform of the game are you playing on? If you're on PC, it is possible to give yourself money back with the console cheats, if you don't mind the process to enable it.
I responded to your project post. I get your idea, but to make it a reality, remember that it's not just about whether we'd allow these articles (which is certainly a question), but whether there's someone out there who would write them.

Someone will be more than willing to give you an opinion. My own opinion is that with any vanguard, especially solo, you'll want a loadout light enough so that you can spam Charge as often as possible because that's how you stay alive.
@Joupena Just to make my original point, if they bring back the Reapers but NOT Shepard, then that's cheapening Shepard's achievement in (supposedly) defeating them in the first place. So I'm hoping they bring back neither.
@Joupena I would guess you'd be right that they would make Destroy canon, and they've done things like that where end game decisions were made non-canon before, even in the original trilogy (e.g. the all-human council choice at the end of ME1). However, my real problem is with all of the characters Shepard built relationships with over the course of their story -- so yeah, Liara, other asari, krogan, and possibly AI characters might still be alive in the far future, but what about everyone else? If they resurrect Shepard AGAIN, what happened to "there is no Shepard without Vakarian" ? I hope they don't go down that road. Or, even worse, what if they made one particular romance canon?
I am praying to Jebus, Cthulu, and the Flying Spaghetti Monster that Commander Shepard and the Reapers don't pull a Palpatine and "somehow return". They want a new game so we can play around in the same universe again and they can make some money, fine... but let the story centered on Shepard and the Reapers have ended out of respect to the original trilogy, both on the developer side, and for all the choices and relationships every player made in their own journey through the games that made it a unique experience for them. I don't see how they can resurrect either Shepard or the Reapers without cheapening or invalidating people's experiences playing the trilogy.
@Drewbie32 it's per character -- you would have to play a NG+ with that character to unlock level X weapons. if you want to avoid having to do that, best way around it is with console commands, though save editors could probably work too.
Yes there is some model weirdness going on with them in Citadel, sad they didn't fix it in LE.
@Lethal blade00 Keith David is "so connected to the character" but I'm curious, is that purely because of his iconic voice, or because his ethnicity also "matches" the character he plays? If they say, cast Kimberly Brooks as Ashley, or Alix Wilton Regan as Traynor, would people like that less because their melanin contents don't match their characters? I would love to see that happen just to see how people got their brains twisted into pretzels based on their various implicit biases.
I have so many questions. The hard line between "POC" and "everyone else" is what, exactly? Are you saying there are two human ethnicities, "POC" and "white people"? Are you aware of how arbitrary that distinction is (Melanin content in skin is a gradient spectrum that varies among human populations based on environmental factors, namely UV exposure based on sun angle)? Why are you so passionate about this low melanin / high melanin distinction for one species in a universe that consists of a diverse array of lifeforms of all shapes, sizes, and colors, that I'm assuming you enjoy? Can you please list all of the "non POC" Mass Effect characters you insist they keep with the correct melanin level? Why is it that you seem only to care that they don't change a "white" character to a "non-white" one and not the other way around? Were you very upset that they cast Pedro Pascal, a Chilean-American actor, as Joel, who was Caucasian in the original Last of Us game? I thought it was the greatest video game screen adaptation ever made thus far, in large part due to his acting. I for one am glad they didn't think like you, and instead cast the character based on whether they thought he'd be good for the role based on talent.
It's good to know at least some people still have their jobs at EA after the layoffs.
There are a few issues unique to LE, but nothing like what you're mentioning when I play on PC. These sound like they might be PlayStation issues.
@Swqanda I also did not know that locking in another romance prevents the dinner invite, and was planning on personally testing that to try and verify it. As for the romance issues you mention, I know you're not alone, because there were mods created specifically to make certain romance interactions more up to player control and less intrusive -- though I've never used them personally and am not endorsing them.

It's been awhile now since I played ME2, so I forgot to mention -- it's actually not critical that you remember to talk to Kelly immediately after the major missions, because her conversations actually backlog, so you can't lose out on them, but what you have to do is eventually start talking to her after missions or assignments (even minor ones) because that's what triggers the next conversation in the backlog of conversations. Doing the major missions is what unlocks those conversations, though.
This one is actually a little tricky, especially if you're playing Legendary, as there are some reports that the dinner invite is bugged. However, in general, the way to get it is threefold: (1) always be nice/flirty (2) explore her full dialogue tree early (3) talk to her after every major mission. In general, the consensus is that major recruitment missions will eventually trigger the dinner invite some time after Horizon, though it may take until after Collector Ship depending on your mission order. Also, consensus is that either Thane or Samara MUST be recruited and you need to talk to her following those missions. These things haven't been nailed down with 100% certainty, even after input from Dusty Everman himself (who wrote Kelly).
