It is located in the northwest corner in a Roekaar camp, on the east side of the map. It is on a crate in the center of the camp. To keep from wasting time looking beforehand, the camp isn't even there until after you've scanned the 3 mutated creatures during [[Overgrown]].

Find Roekaar Manifestos On Havarl[]
